%26nbsp%3B%0AIs%20Your%20Collection%20Missing%20the%20A-Rate%20Change%20Stamps%3F%0AAs%20postal%20costs%20increased%2C%20the%20Postal%20Service%20began%20to%20increase%20their%20rates%20for%20the%20various%20classes%20of%20mail.%26nbsp%3B%20Before%20becoming%20effective%2C%20however%2C%20these%20rate%20increases%20had%20to%20be%20submitted%20to%20the%20Postal%20Rate%20Commission%20for%20approval.%26nbsp%3B%20Often%2C%20the%20PRC%20would%20take%20as%20much%20as%20a%20year%20conducting%20studies%20and%20compiling%20data%20before%20accepting%20or%20rejecting%20the%20changes.%26nbsp%3B%20If%20the%20rate%20increase%20was%20approved%2C%20the%20Postal%20Service%20then%20had%20to%20rush%20to%20design%20and%20produce%20the%20new%20stamps.%26nbsp%3B%0A%26nbsp%3B%0AIn%201975%2C%20after%20the%20rate%20had%20changed%20from%2010%26cent%3B%20to%2013%26cent%3B%2C%20the%20Postal%20Service%20printed%20these%20non-denominated%20stamps%20so%20it%20would%20be%20ready%20and%20waiting%20for%20the%20next%20rate%20change.%26nbsp%3B%20A%20letter%20of%20the%20alphabet%20was%20used%20to%20represent%20the%20unknown%20rate%2C%20so%20the%20stamps%20could%20meet%20customer%20demand%20until%20new%20definitives%20bearing%20the%20actual%20rate%20were%20printed.%26nbsp%3B%20When%20the%20rate%20increased%20in%201978%20from%2013%26cent%3B%20to%2015%26cent%3B%2C%20the%20first%20non-denominated%20stamp%20was%20put%20into%20use.%0A%26nbsp%3B%0ANow%20you%20can%20own%20all%20three%20A-rate%20Eagle%20stamps%20with%20one%20easy%20order.%0A%26nbsp%3B%0A%0AFirst%20Alphabet%20Rate%20Change%20Stamp%26nbsp%3B%0A%0AOn%20May%2022%2C%201978%2C%20the%20US%20issued%20its%20first%20in%20a%20long%20series%20of%20Alphabet%20rate%20change%20stamps.%0A%0AIn%20the%20years%20prior%2C%20other%20stamps%20had%20been%20issued%20non-denominated%20for%20impending%20rate%20changes.%20Because%20postage%20rates%20for%20late%201975%20were%20uncertain%2C%20both%20of%20the%20Christmas%20stamps%20that%20year%20(%231579%26nbsp%3Band%26nbsp%3B%231580)%20were%20issued%20without%20denominations.%20These%20were%20the%20first%20non-denominated%20US%20stamps.%0AAs%20postal%20costs%20increased%2C%20the%20USPS%20began%20to%20increase%20their%20rates%20for%20the%20various%20classes%20of%20mail.%20Before%20becoming%20effective%2C%20however%2C%20these%20rate%20increases%20had%20to%20be%20submitted%20to%20the%20Postal%20Rate%20Commission%20for%20approval.%20Often%2C%20the%20PRC%20would%20take%20as%20much%20as%20a%20year%20conducting%20studies%20and%20compiling%20data%20before%20accepting%20or%20rejecting%20the%20changes.%20If%20the%20rate%20increase%20was%20approved%2C%20the%20Postal%20Service%20then%20had%20to%20rush%20to%20design%20and%20produce%20the%20new%20stamps.%0A%0AIn%201975%2C%20after%20the%20rate%20had%20changed%20from%2010%26cent%3B%20to%2013%26cent%3B%2C%20the%20Postal%20Service%20printed%20a%20new%20non-denominated%20stamp%20so%20it%20would%20be%20ready%20and%20waiting%20for%20the%20next%20rate%20change.%20A%20letter%20of%20the%20alphabet%20was%20used%20to%20represent%20the%20unknown%20rate%2C%20so%20the%20stamps%20could%20meet%20customer%20demand%20until%20new%20definitives%20bearing%20the%20actual%20rate%20were%20printed.%20When%20the%20rate%20increased%20in%201978%20from%2013%26cent%3B%20to%2015%26cent%3B%2C%20the%20first%20letter%20rate%20change%20stamps%2C%20%231735%2C%201736%2C%20and%201743%2C%20were%20put%20into%20use.%0A%0A%0AThe%20Postal%20Service%20really%20kept%20its%20patrons%20on%20their%20toes%20in%201981%20with%20two%20postal%20increases%20%26ndash%3B%20one%20in%20March%20and%20another%20in%20November.%20Printed%20shortly%20after%20the%201978%20rate%20change%2C%20the%20%26ldquo%3BB%26rdquo%3B%20stamps%20were%20put%20in%20storage%20until%20they%20were%20needed%20in%201981.%20The%20same%20stylized%20eagle%20used%20on%20the%20%26ldquo%3BA%26rdquo%3B%20stamp%20was%20also%20used%20for%20this%20stamp.%20The%20only%20difference%20between%20the%20two%20stamps%20was%20the%20background%20color%20%26ndash%3B%20instead%20of%20orange%2C%20a%20rich%20purple%20was%20chosen.%20This%20issue%20was%20printed%20in%20sheets%20(perforated%2011%26times%3B10%201%2F2)%20and%20also%20in%20booklets%20(perforated%2010).%20On%20March%2022%2C%201981%2C%20the%20rate%20officially%20changed%20from%2015%26cent%3B%20to%2018%26cent%3B.%0A%0A%0AOn%20November%201%2C%201981%2C%20a%20second%20postal%20increase%2C%20to%2020%26cent%3B%2C%20went%20into%20effect.%20Once%20again%2C%20the%20stylized%20eagle%20design%20was%20used%20and%20the%20background%20color%20was%20changed%20to%20brown.%20In%20addition%20to%20being%20printed%20in%20sheets%20and%20coils%2C%20the%20C-rate%20stamp%20was%20also%20printed%20in%20booklet%20format.%0A%0A%0ALate%20in%201981%2C%20after%20the%20rate%20had%20changed%20from%2018%26cent%3B%20to%2020%26cent%3B%2C%20the%20Bureau%20of%20Engraving%20and%20Printing%20printed%20the%20non-denominated%20%26ldquo%3BD%26rdquo%3B%20stamp%20in%20anticipation%20of%20the%20next%20change%20in%20rate.%20For%20nearly%20four%20years%2C%20some%206.6%20billion%20stamps%20%26ndash%3B%20printed%20in%20sheet%2C%20coil%2C%20and%20booklet%20form%20%26ndash%3B%20awaited%20distribution.%20Their%20moment%20finally%20came%20when%20the%20new%2022%26cent%3B%20rate%20was%20approved.%20Like%20the%20previous%20alphabet%20stamps%2C%20this%20issue%20pictured%20a%20stylized%20eagle%20but%20was%20green%20in%20color.%0A%0A%0AIn%201988%2C%20following%20the%20USPS%26rsquo%3Bs%20announcement%20that%20the%20first-class%20letter%20rate%20would%20change%20to%2025%26cent%3B%2C%20the%20non-denominated%20%26ldquo%3BE%26rdquo%3B%20stamp%20was%20issued.%20Responding%20to%20unfavorable%20comments%20concerning%20the%20%26ldquo%3Bdrab%26rdquo%3B%20appearance%20of%20the%20previous%20non-denominated%20issues%2C%20the%20Citizens%20Stamp%20Advisory%20Committee%20decided%20to%20link%20the%20stamp%20subject%20to%20the%20letter%20E.%20Shown%20from%20a%20moon%26rsquo%3Bs-eye%20view%2C%20the%20dramatic%20%26ldquo%3BEarth%26rdquo%3B%20design%20appears%20almost%20three%20dimensional.%20It%20was%20printed%20in%20sheet%2C%20coil%2C%20and%20booklet%20forms.%0A%0A%0APrepared%20long%20in%20advance%2C%20the%20%26lsquo%3BF%26rsquo%3B%20stamp%20was%20ready%20and%20waiting%20for%20the%201991%20rate%20change.%20Like%20the%201988%20%26lsquo%3BE%26rsquo%3B%20stamp%2C%20the%20subject%20of%20this%20stamp%2C%20a%20single%20red%20tulip%2C%20was%20chosen%20to%20match%20the%20letter%20%26lsquo%3BF.%26rsquo%3B%20Printing%20contracts%20were%20awarded%20to%20three%20different%20companies.%20The%20United%20States%20Bank%20Note%20Corporation%20was%20assigned%20to%20produce%20sheet%20stamps%2C%20the%20BEP%20printed%20coils%20and%20booklets%2C%20and%20KCS%20printed%20booklets.%20In%20addition%20to%20the%20Flower%20stamps%2C%20there%20was%20also%20a%20make-up%20rate%20stamp%20(%232521)%20and%20plastic%20flag%20stamp%20(%232522).%0A%0A%0AWith%20a%20rate%20change%20scheduled%20for%20January%201%2C%201995%2C%20a%20new%20set%20of%20G-rate%20stamps%20were%20issued%20in%20December%201994%20to%20make%20up%20the%20difference%20between%20the%20previous%20rate%20of%2029%26cent%3B%20and%20the%20new%20rate%20of%2032%26cent%3B.%20This%20series%20was%20produced%20by%20more%20printers%20and%20in%20formats%20than%20any%20previous%20rate%20change%20stamps.%20Due%20to%20criticism%20of%20the%201991%20make-up%20rate%20stamp%20received%20for%20its%20unattractive%20design%2C%20one%20stamp%20featured%20a%20flying%20dove%20with%20an%20olive%20branch%20in%20its%20beak.%20The%20American%20Bank%20Note%20Company%20and%20Stamp%20Venturers%20produced%20these%20stamps.%0A%0AThere%20were%20also%20a%20set%20of%20Old%20Glory%20stamps%20produced%20by%20the%20Bureau%20of%20Engraving%20and%20Printing%2C%20American%20Bank%20Note%20Company%2C%20Stamp%20Venturers%2C%20and%20Avery-Denison.%20They%20were%20available%20in%20sheet%2C%20coil%2C%20booklet%2C%20and%20self-adhesive%20booklet%20for%20vending%20machines.%20The%20yellow%20stamps%20covered%20the%2020%26cent%3B%20postcard%20rate%2C%20the%20stamps%20with%20blue%20background%20were%20used%20on%20presorted%20first-class%20mail%2C%20and%20the%20nonprofit%20presorted%20stamps%20had%20a%20green%20background.%20All%20the%20Old%20Glory%20stamps%20with%20white%20backgrounds%20covered%20the%20new%2032%26cent%3B%20postage%20rate.%0A%0ADue%20to%20pending%20postal%20rate%20increases%20in%201998%2C%20the%20US%20Postal%20Service%20issued%20a%20set%20of%20non-denominational%20stamps%20that%20feature%20%26ldquo%3BUncle%20Sam%26rsquo%3Bs%20hat%26rdquo%3B%20and%20weather%20vanes.%20The%20new%20postal%20rate%2C%20set%20at%2033%26cent%3B%2C%20went%20into%20effect%20January%201%2C%201999.%20The%20stamps%20were%20the%20first%20rate%20change%20alphabet%20stamps%20to%20be%20permitted%20on%20overseas%20mail.%0A%0AThe%20H-rate%20stamps%20were%20the%20final%20alphabet%20stamps%2C%20but%20rate%20change%20stamps%20would%20continue%20to%20be%20produced%20into%20the%202000s.%0A%0A%26nbsp%3B%0A%0A%0A%26nbsp%3B
